When the Department of the Interior issued its first-ever formal water-shortage declaration for the Colorado River the City of Scottsdale stopped allowing Rio Verde Foothills to use the citys water. Harris put in a $14,000 system to catches rain water at her home. On top of that system she also puts out buckets and a kids pool to capture rain water.
