House Concurrent Resolution 2040 is designed to eliminate education unions like the Arizona Education Association—prohibiting school districts from using any public resources to support labor organizations.
It would prevent school employees from distributing any information about labor unions with the use of public resources—like printing union information with school equipment. It also prohibits union meetings from occurring on school property.
The resolution would also revoke basic employment rights and other benefits, including state pensions, from teachers who participate in a strike or any kind of organized work stoppage.
The proposal is a ballot referral, and if passed by the Republican-led Legislature, HCR2040 would be decided by voters in the November elections. It passed the Senate Government Committee on Wednesday, but still must pass the Senate floor.
HCR2040 was heard at 9 a.m., during school hours—preventing working teachers from testifying against the bill and defending their right to join a union.
