What are the best local places to work in Arizona? According to Forbes, the answer is in government, health care, or education.
Forbes’ 2025 list of the best employers in each state includes more than 1,400 employers. To make the list, Forbes surveyed more than 160,000 workers, asking them to evaluate their employers based on wages, work culture, paths for career advancement and more. The selected companies were required to employ at least 500 people.
Seventy-five employers made the list in Arizona. Of the top 10, only two were local organizations. Here’s what they were and the other highest-ranked employers headquartered in the state.
What are the best local companies to work for in Arizona?
Arizonans enjoy jobs in the government, health care and education sectors, according to the Forbes’ list. These are the highest-ranked local employers:
City of Scottsdale
The Scottsdale city government ranked No. 8 overall in Arizona on Forbes’ list. The city employs over 2,800 workers, according to its 2025 report. City employees work at libraries, parks, courts and more.

City of Phoenix
Phoenix’s city government came in at No. 10 overall on the list. Over 14,000 people work in 41 departments, according to the city’s website.

Arizona State University
Headquartered in Tempe, Arizona‘s largest university ranked No. 15. With over 18,500 employees, ASU has positions not only in the classroom, but also for accountants, marketing specialists and more.

Salt River Project
Based in Tempe, this not-for-profit utilities organization employs over 5,700 people.

Grand Canyon University
No. 21 on the list, Grand Canyon University is a private Christian university with over 5,000 employees.

HonorHealth
Scottsdale-based HonorHealth is a nonprofit health network that operates hospitals across metro Phoenix. It ranked No. 25 on Forbes’ list.

Tucson Medical Center is a nonprofit hospital that employs over 5,000 people and ranked No. 29 on the list.

Chandler Unified School District
Ranked No. 30, Chandler Unified School District oversees 45 schools.

Mesa Public Schools
No. 32 on the list, Mesa Public Schools oversees 82 schools and is the largest school district in Arizona. The average teacher salary in 2025 was $71,857, according to its website.

Tucson’s city government came in at No. 33 and employs over 5,000 employees across housing, transportation and other municipal departments.
